I.    BACKGROUND

Health Poverty Action (HPA) is a UK based international NGO founded in 1984, originally under the name of Health Unlimited. Our mission is to strengthen poor and marginalized people in their struggle for health. We specialize in communicable disease testing, treatment and prevention, maternal health programmes and health system strengthening in underserved communities and through cross-border programmes. HPA views health as an issue of social justice, recognizing that the greatest causes of poor health worldwide are political, social and economic injustices, and we prioritize those missed out by others, making neglected and marginalized populations our highest priority, applying culturally appropriate methodologies that meet the specific needs of indigenous people (IP), ethnic minorities, migrants and other mobile and marginalized groups. We build strong, lasting relationships in these communities and forge effective collaborations between health staff and communities across national borders. HPA currently implements programmes in 16 countries in Asia, Africa and Latin America. Past and present areas of intervention include malaria, HIV/AIDS, TB, maternal and child health, health system strengthening, health education/BCC, food security and nutrition, water and sanitation, and gender-based violence. Most of programmes have focused on indigenous populations/ethnic minorities, especially in Cambodia, Laos and Vietnam.

The overall objective of the “AG RDT – BASED COVID-19 TESTING SCALING – UP” Project are:

1.      Increased awareness and understanding of AG-RDTs in COVID-19 diagnosis and prevention as part of national COVID-19 control strategy in Vietnam.

2.      Increased number of health and other facilities, such as schools are ready to use AG-RDTs for COVID-19 prevention in Gia Lai and Dak Lak, focusing on Malaria and Tuberculosis sectors.

3.      Improve the accessibility of COVID-19 testing services at the community level in Gia Lai and Dak Lak.

To achieve the above objectives, Health Poverty Action (HPA) in Viet Nam would work with National Institute of Malariology, Parasitology and Entomology (NIMPE), provincial Center for Disease Control (CDC) to implement the project activities including trainings of trainers (TOTs) and trainings of end-users (TOEs) on use of Ag-RDTs, development of communication materials, procurement and distribution of Ag-RDTs for COVID-19 case detection in community, and the conduct of trainings on risk communication, preparedness and response to the emerging pandemics and post COVID-19 for local level’s personnel.

II. OBJECTIVES OF THE CONSULTANCY

The overall objective of this assignment is to develop a training package and to conduct a 3-day TOT training on risk communication, preparedness and response to the emerging pandemic and post COVID-19 for regional and provincial trainers.

HPA is seeking a consultant firm to conduct the above assignment. The consultant firm will develop a training package including a training curricular, a training manual and a training presentation and to train regional and provincial trainers on on risk communication, preparedness and response to the emerging pandemic and post COVID-19.

III.         Duties of the CONSULTANT FIRM

1.      Develop a training package on risk communication, preparedness and response to the emerging pandemics and post COVID-19 including a training curricular, a training manual and a training presentation (In Vietnamese). The training manual should include following topics:

·        Risk communication:

Ø  Definition/Concepts of risk communication.

Ø  Basic principles of risk communication in the pandemic.

Ø  Components of risk communication.

Ø  Assessment tools for risk communication during the pandemic.

Ø  Response plan to address communication crisis during the pandemic.

Ø  Risk communication and community engagement during the pandemic.

·        Preparedness and response to the emerging pandemics (including acute severe Hepatitis and Monkey pox) and post COVID-19:

Ø  Intersectoral coordination and collaboration at all levels to respond to the emerging pandemic including COVID-19.

Ø  Local levels’ capacity to timely detection, treatment support and safe referral, infection prevention and control, and maintain their functional health service provision during the emerging pandemic.

Ø  Typical case studies of the current emerging pandemics including COVID-19.

2.      Conduct a 3 - day TOT training as trainer and facilitator on risk communication, preparedness and response to the emerging pandemic and post COVID-19 for regional and provincial trainers.

IV.         EXPECTED OUTPUTS/DELIVERABLES AND SCHEDULE OF PAYMENT

V. REQUIREMENTS ON the CONSULTANT firm

1.      The Consultant firm’s Leader:

·        Postgraduate degree in Medicine, Public Health, Social Science or related fields.

·    At least 10 - year working experience in prevention and control of communicable disease including COVID-19.

·       Have a thorough understanding about health system in Vietnam.

·      Proven experience in trainings in areas of communicable disease including COVID-19 for all levels’ specialists.

·   Have at least 10 – year experience in developing training materials in emerging communicable diseases.

2.      Other consultants

·        University degree in Medicine, Public Health, Social Science or related fields.

·    At least 5 - year working experience in prevention and control of communicable disease including COVID-19.

·     Proven experience in trainings in areas of communicable disease including COVID-19 for all levels’ specialists.

·      Have a thorough understanding about health system in Vietnam.

VI.          ROLES AND RESPONSIBILITIES OF THE PARTIES

·    HPA will provide overall technical inputs where possible. The supplier shall be required to bear all the related costs and work independently to successfully achieve the end results.

VII.         COMMUNICATION AND REPORTING OBLIGATIONS

·     The selected supplier will work closely with HPA to achieve objectives of the activities. The supplier will report to the HPA Viet Nam.
