 Title: Provincial Consultants

Health Poverty Action (HPA) is an international NGO, which has worked in Vietnam since 2016. Our mission is to support poor people in their efforts to achieve better health and well-being. Currently, HPA Vietnam implements projects related to Tuberculosis (TB), malaria control and SARS-CoV-2 Antigen RDT rolling-out in selected provinces. 

The objective of the SARS-CoV-2 Antigen RDT rolling-out project is to scale up AG-RDTs in Vietnam at different settings with following outcomes: i) Increased awareness and understanding of AG-RDTs in COVID-19 diagnosis and prevention as part of national COVID-19 control strategy in Vietnam; ii) Increased number of health and other facilities, such as schools are ready to use AG-RDTs for COVID-19 prevention in Dak Lak and Gia Lai, focusing on Malaria and Tuberculosis sectors; and iii) Improved the accessibility of COVID-19 testing services at the community level in 2 target provinces. In order to achieve the objective and expected outcomes, HPA will adapt training materials and implementation guidance developed and disseminated by WHO and FIND together with MOH and WHO country offices in Vietnam, conducting training and proficiency assessment of trainees at the central, provincial, district as well as at the community/village level.

An opportunity exists for three provincial training consultants (part-time), within HPA Vietnam team, located in Gia Lai and Dak Lak provinces.

The three provincial consultants will support the training organization, and local authorities’ approval (one in Gialai (malaria), two in Daklak (malaria and TB)).

The primary purpose of this role is to provide support, consulting, and training to front-line health workers in Malaria and TB sectors at local level (district/commune/village level) on AG-RDTs for COVID-19 testing. The training will be provided at project sites located at local level (district/commune/village level), therefore travel to districts, communes and villages will be necessary. 

KEY RESPONSIBILITIES:

     ·       The primary role of the consultant is to support training organization and consulting support local authority approval and any other issues incurred (if any) in order to ensure an effective working mechanism with the implementing partners including setting up the MOUs and local approval with provincial partners.

     ·       The secondary role is the selection of front-line health workers in Malaria and TB sectors at local level (district/commune/village level) as well as inputting training schedules, setting up training sessions and inputting trainee information. 

Responsibilities:

     ·       Work closely with HPA to consult and sign MOU with the Malaria partner in Gia Lai and the Malaria and Tuberculosis partners in Dak Lak.

     ·       Support to prepare a list of front-line health workers in Malaria and TB sectors at local level (district/commune/village level) in 2 provinces.

     ·       Assist in the development of training plans in two provinces.

     ·       Mainly responsible for input training schedules, setting up training sessions, input trainee information, input data on training delivery indicators and conduct competency assessment.

     ·       Support monitoring testing conducted by trained users on SARS‐ CoV‐2 Ag‐RDTs.

     ·       Responsible to input results of site and testing quality assurance visit.

     ·       Responsible to generate app-based reports, extract training data in spreadsheet.

KEY SKILLS TO BE SUCCESSFUL IN THE ROLE:

     ·       Experience in training organization and support local authority approval would be preferable.

     ·       At least 5 years of professional work experience in design and development of supporting materials for practitioners;

    ·     Familiarity and experience with impactful adult and experiential learning principles, methodologies, and techniques;

     ·       Able to communicate across all levels of end users.

     ·       Excellent written, verbal, communication and presentation skills.

     ·       Highly proactive and innovative.

     ·       The ability to work in a small team.

     ·       Strong organization and time management skills.

     ·       Sound Computer Skills - experience with Microsoft Office.
